"the holy and apostolic synod, which occured in the most celebrated Old Rome, according to the sacred command and canonical procurement of the most holy and thrice blessed Pope Martin, presided over the entire hierarchy under the sun, for the establishment and defense of the dogmas of the fathers and synods of the Catholic and apostolic church according to the gospel."
